Shirley L. Turner 

Shirley L. Turner joined CMCG as a subject matter expert in 2009 and has over 35 years of interdisciplinary experience in the field of juvenile justice. Ms. Turner’s experience includes management and program positions in detention services, community programs, correctional facilities; strategic problem-solving; and implementation of quality assurance initiatives. She received a BS Degree in Sociology from Morris Brown College, Atlanta, Georgia; MS in Criminal Justice from Georgia State University, Atlanta; and a Professional Certificate in Managing Quality, Southern Polytechnic State University-Center for Quality Excellence, Marietta, Georgia.

Prior to joining CMCG in her current position, Ms. Turner provided consultative services to correctional facilities and community programs for juvenile and youthful offenders and to community agencies working with adolescents and at-risk youth. The professional services provided in the United States and the Caribbean included but were not limited to conducting comprehensive program audits and assisting in the development and implementation of corrective actions; developing policies and procedures; developing and conducting staff training; and developing quality assurance instruments for internal monitoring for compliance and continuous quality improvement.

Ms. Turner retired from the Georgia Department of Juvenile Justice (DJJ) as Director of the Office of Continuous Improvement, responsible for statewide quality assurance activities, including program audits, contract monitoring, technical assistance, and the development and update of customized performance-based and compliance standards. Prior to retirement from DJJ, she served as the statewide Prison Rape Elimination Act (PREA) Coordinator for DJJ.

Ms. Turner is a certified American Correctional Association (ACA) Auditor and a certified PREA Auditor. Professional affiliations include ACA; National Partnership for Juvenile Services (NPJS); National Association of Blacks in Criminal Justice (NABCJ); and Association of Women Executives in Corrections (AWEC).
